Deloria also comments that Native American thinking is very specific (in the way described above) compared to the broadness of traditional Western thinking, which leads to different interpretations of basic principles. Pratt's publication takes his readers on a journey through American philosophical history from the colonial time period, and via detailed analysis, connects the experimental nature of early American pragmatism to the empirical habit of indigenous Americans. They may form their own government, enforce laws (both civil and criminal), tax, license and regulate activities, zone, and exclude people from tribal territories. Limitations on tribal powers of self-government include the same limitations applicable to states; for example, neither tribes nor states have the power to make war, engage in foreign relations, or coin money. 2079: 2868:. Though less than 3% of Native Americans owned slaves, divisions grew among the Native Americans over slavery. Among the Cherokee, records show that slave holders in the tribe were largely the children of European men that had shown their children the economics of slavery.
