The RPR was not against Mustafa Kemal's main positions as declared in its program. The program supported the main mechanisms for establishing secularism in the country and the civic law, or as stated, "the needs of the age" (article 3) and the uniform system of education (article 49). Members of the government saw the Sheikh Said Rebellion as an attempt at a counter-revolution. They urged immediate military action to prevent its spread.
