He claims that Belgrade had 1.4 million people at the time, that grid was made for the city of 2 million and that "distributive journey" envisioned by the plan actually allows for 80% of the inhabitants to arrive from any point A to point B in maximum 30 minutes. He also asserted that the methodology used for the 2017 project (number of passengers, projected loading) was abandoned in Europe right after World War II and remarked that people who made the plan, in general, are not experts on the matter.
