Pennsylvania Railroad constructed a network of bypasses and low-grade freight lines to relieve congestion on its passenger mainline network. Many of these lines run along rivers and seek to bypass congested urban areas. Most were electrified in the mid 1930s. Conrail de-electrified the lines
