principal que presidiu à concepção do parque foi a da recuperação desta zona à beira Tejo para o recreio urbano e para a contemplação e observação da natureza. Estes conceitos genéricos foram traduzidos no traçado do parque que procura fazer a integração multifuncional dos elementos que o compõem, sem os concentrar numa só área. Além de espaço de recreio, activo ou passivo, o parque apresenta-se também como espaço pedagógico e educativo, pela diversidade dos equipamentos. As piscinas com escorregas e um restaurante formam um complexo de equipamentos de lazer, integrado numa das áreas de maior impacto social, a Praça da Música ou do Coreto, em anfiteatro sobre o rio. A forma do terreno onde veio a ser implantado o parque, com penetrações no tecido urbano, foi determinante na estruturação das diversas áreas. Os eixos de penetração urbana, traduzidos em alamedas, evidenciam a preocupação de reforçar a relação do tecido urbano com o rio. As praças de entrada no parque situam-se, assim, nos enfiamentos do tecido urbano envolvente. A hierarquia dos percursos, bem como a marcação da tipologia dos pavimentos permite uma fácil orientação. Os caminhos principais têm um traçado naturalista, sinuoso, contrastando com estrutura geométrica dos caminhos secundários. A ausência de relevo levou à criação de pontos de vista, as torres miradouro, a partir das quais se pode desfrutar de amplas paisagens sobre o parque e sobre o estuário do Tejo. As construções industriais que se avistam, marcando igualmente a paisagem, serviram de inspiração para a estrutura destas torres e de todo o mobiliário do parque, conferindo-lhe uma imagem própria. <a href="
