Only marginal strengthening was forecast, but Otis unexpectedly rapidly intensified into a Category 2 hurricane by 15:00 UTC on September 17, despite low ocean temperatures, dry air, and increased wind shear. Otis continued to intensify into a Category 3 major hurricane by 03:00 UTC on September 18, developing a well-defined eye with a diameter of 12 mi (19 km). Twelve hours after developing a well-defined eye, however, Otis started weakening as quickly as it had intensified, and by 21:00 UTC on September 19, Otis had weakened back into a tropical storm with maximum sustained winds of only 45 mph (70 km/h). After losing most of its deep convection due to low sea surface temperatures, Otis degenerated to a remnant low.
