During his term at the CPSC Stratton oversaw the revamping of the CPSC website, , the establishment of , the promulgation of the first major regulation by the CPSC involving mattress flammability, the establishment of a retailer reporting model for retailers reporting dangerous products, and the establishment of the CPSC Office of

Judiciary, Energy and Natural Resources, Rules and Transportation Committees. He served as the vice chairman of the Energy and Natural Resources Committee, and in 1985–86 as chairman of the Judiciary Committee.
