The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private James Flannigan, United States Army, for extraordinary heroism on 15 February 1863, while serving with Company H,

Flannigan was born in British North America in 1833. He enlisted into the 2nd Minnesota Infantry. He died on 4 October 1905 and his remains are interred at the Saint Lawrence Cemetery in Louisville, New York.
