Gilman served as Governor of New Hampshire between 1794 and 1805 and was an unsuccessful candidate for re-election in 1805. He was again a member of the New Hampshire House of Representatives in 1810 and 1811 and again an unsuccessful candidate for governor in 1812. He was elected governor and served
