On January 26, 1942, by the resolution of the sixth session of the Supreme Soviet of the Turkmen SSR, Permanov was appointed second secretary of the Central Committee of the Communist Party of Turkmenistan. On September 10, 1945, by the resolution of the tenth session of the Supreme Soviet of the Turkmen SSR, he was removed from this position.
