Oman worked from 1960 to 1962 at New Delhi as director for the Far East Regional Research Office for the USDA overseeing PL 480 funds to agriculture research. He was the curator of The Oregon State Arthropod Collection from 1967 to 1971, and contributed over 200,000 insects to it.
