No, there can be a maximum of 9 PR seats. 1 PR seat per 10% of the vote. Since both the big parties ended at 49,x% they get 4 seats each = 8 in total. Had one of them past 50% they would have gotten the 9th seat. Their electoral legislation take it for granted that two parties will never share the
