This is either wrong or very misleading, because when a user visits different websites information is shared between these websites using Flash. They just do it through a 3rd party. The 3rd party will be using a single domain but this is not the website domain the user is visiting, it is only the domain of the 3rd party, often an advertiser's plug in.
