Why bias-free? Because the decision to put specific items under lock and key is almost exclusively made on the basis of algorithms and statistical analysis; if certain items are stolen a lot more than average they will be put under lock and key, especially the higher the value of those items. The fact that those items are only popular with and used by the black demographic is rather telling.
