Admittedly the article didn't do a very good job of imparting this, but he's the president of the party's Quebec wing, and therefore legitimately important in the development of a legitimate political party. I could run for election in the next UK general election, and although I'd undoubtedly lose my deposit, I'd bet I could get more than 84 votes, which this guy did.
