I am somewhat agnostic on this, but I think it's reasonable to say that this is connected to the names of the borough articles, which are currently at |Borough|, and were formerly at |Borough, New York|, or even originally I think at |County, New York|. So, the current borough articles also serve as 'county' substitutes, which would argue in favor of including "New York" in their name and the perhaps the names of their neighborhoods.
