In international politics it is usually considered an act of war, which is why the Vietnamese flag is universally recognised and accepted by all countries and international bodies. National flags do, by definition, represent the entire country, regardless of what those people think of the government. It is what all sports people compete under, all international performers use, etc. Not because they support any particular government or politics, just because (to anyone who grew up in Vietnam) that is the flag that represents all Vietnam and Vietnamese people. I'm certainly not going to let anyone remove the Australian flag from Wikiproject Australia, even though I want to get rid of its government, so don't remove the Vietnamese flag from everything. It is offensive to do so.
