The court assumed, without deciding, that the feeding of homeless persons constituted expressive conduct and determined that the ordinance, as applied to Orlando Food Not Bombs, constituted a reasonable time, place, or manner restriction and a reasonable regulation of expressive conduct. 757:(11th Cir. 2016).
