420: 68:, Turner lived almost his entire life in Texas, apart from military service and attending graduate school. He was schooled in Texas City from 1939, graduating in 1943 and enlisting in the US Army, transferred to the Army Air Corp and navigation school, becoming second lieutenant. In 1945 he joined the 15th Air Force division at the Giulia Airfield in Cerignola, Italy. He was awarded the 439: 99:
as Instructor 1953, becoming full professor in 1961. He was chair of the department from 1967 to 1974, and Director of the Herbarium (TEX) from 1967 to 1998. Late in his life, the herbarium was renamed the Billie L. Turner Plant Resources Center. In 1993, he arranged an endowment named after Dr.
