In contrast, on the question about the difference between the Moldovan and Romanian language, 53.5% saw no difference, 33.3% considered them "somewhat different", and 11% did not know. The campaign to promote Romanian identity in Moldova was unsuccessful, and led to tensions amongst the Slavic and Gaugauz minorities in Moldova. The resistance from the Moldovan population was so large that Romanian authorities instated a "state of siege" in Moldova between 1918 and 1928, restricting civil rights, giving law enforcements additional power and maintaining military presence in the region. Faptul că moldovenii aveau un precar al identității culturale românești se reflecta in disprețul lor față de România, țara pe care mulți dintre ei o priveau ca <necivilizată>.
