As part of the investigation, the police seized 1.2 tons of South African marihuana on the Tilbury Docks in London. Sher and Marsden wrote: "But non doubts that the vast majority of drug shipments from Africa—not to mention Amsterdam and Colombia—get in unnoticed and uninterrupted". Clark admitted: "It's a challenge. At the end of the day, we're dealing with some very clever people. They're not bleeding idiots".
