Section 21 of the Canadian Charter of Rights and Freedoms

Section 23 of that Act states that everyone may speak in English or French in the legislature and in Manitoba courts, and that the records of the legislature must be kept in both languages. These rights, too, are not duplicated by the Charter but are reaffirmed by section 21 of the 396:
21. Nothing in sections 16 to 20 abrogates or derogates from any right, privilege or obligation with respect to the English and French languages, or either of them, that exists or is continued by virtue of any other provision of the Constitution of
