706:"Constitutional assembly" implies that it is a congress or assembly that only drafts and enacts a constitution, while a "constituent assembly" implies that a congress or assembly has the power to constitute or establish anything in a state being its main duty is to draft a constitution but having the power to legislate and govern as well, if necessary. Given that today in its first session the Assembly dismissed the General Attorney in a procedure initiated by the Judiciary, in which the Legislative is required to vote a dismissal, this Assembly has made use of legislative powers meaning that it is more a "constituent" rather than a "constitutional" assembly.
