FPTP seats is fixed by the numbers of candidates who won in their own constituency, and can't be lowered. So when it is somewhat close to the calculated share of party votes, it remain at the 55 minimum, like last year. But if you have one or several parties who got very few FPTP seats yet reached the % threshold, you have to give them lot of party list seats to compensate, sometime more in total than the 55 minimum.
