In English there are common nouns, which are not capitalized, and proper nouns which are. The name of a political party is a proper noun, like the New Democratic Party. There is no "Independent Party", these MPs who do not belong to a party are independent, common noun, not capitalized. Why would we

The HOC capitalises Independent when used for affiliation. The lowercase "independent MP" sounds like a peripatetic politician, wandering from parliament to parliament.
