I know that Chad has a very limited reserves, at least the yet known, I'm sure they would find new big oil fields/complexes... but it is landlocked and evenn with the pipeline... it was not build for yet unknown amounts and I think Chad produced around ~100,00bpd some years ago, Reserves were 1.1

The article seems a little light on the basics of the controversy: that lenders wanted to control how oil revenue was used, but then in 2006 President Deby scrapped that part of the deal, the World Bank froze some bank account, and they negotiated a new oil revenue law. Something like that.
