689:. Is "Northern Iraq" the official recognized name of the region? If it is, then both the "n" and "i" should be capitalized since it would be a proper noun. If, however, it just indicates the location of the region, then only the "i" and not the "n" should not be capitalized since "northern" would just a common noun. If the term is referring to anything other than the geographic location of the region, then the "n" should most likely be capitalized; for example, Northern-Iraq culture, Northern-Iraq government.
