The biggest obstacle is a manpower needed to gather & compile data and fill some standardized reporting. As chapters in general have highly limited resources and there is a strong push from WMF to keep them simple, there are usually very few paid administrative FTEs (if any) in the orgs. In my case, only the German chapter had enough manpower to fill the form by their own and I was told it was tiring and demanding for them.
