So for example, an article about an Indycar race would only need the WP American Open Wheel Racing tag, while one for a driver who also competed outside of America needs to have both tags. It is, of course, entirely harmless to add both to an article, and it certainly isn't wrong, but it may make your job easier in the future if you only add the one when necessary.
