checkuser activity is not in response to public requests but arise out of the fact that the checkusers are also arbitrators or bureaucrats who deal with various forms of disruption on a daily basis. If you have a concern about a particular check, really the only person who can answer you is the person who ran the check. In the case you cited, there was ongoing disruption of an AFD, and no IPs were disclosed, so it seems ok, but the only person who can really answer is Dmcdevit.
