Not sure what this use of borough is supposed to mean. "Borough" makes sense as a translation of "Stadtteil" or even "Ortsteil", although in many communities the latter can refer to formerly independent villages - not what you think of when you read "borough". But Bergen is not a Stadtteil at all. It is a town located in the Celle district. So my understanding of WP conventions is: City = Grossstadt, Town = Stadt, District = Kreis, Borough = Stadtteil.
