If and when any autoconfirmed accounts start violating the BLP policy on the article, I will be willing to block the them, provided they have first been given adequate explanation of why their edits are unacceptable, and given a chance to stop.

Up on the initial rejection of the photo, I sent an email to permissions-commons@wikimedia.org from my official government email account confirming the photo was released under the CC-BY-SA licence with the permission of the copyright holder, which is the Office of the Premier. That email was sent on 28 February and I haven't been given a response yet. In 2011, I was able to successfully replace the old photo of then Premier Ted Baillieu and conflict of interest was never an issue. The office of the Premier is very keen and ready to provide any info and document to comply with your requirements and please let me know what I can do to achieve that.
