I don't know of any
Wikpedia policy against animated GIFs and I've seen them on many pages before. It looks like you might need to duplicate the original image, resize it to thumbnail size, and then include it in the article without the suspect parameters. Although, I'm not an expert at wiki markup

I see static GIFs when viewing the page and animated GIFs when viewing the images. It looks like the |thumb and |160px parameters of the Image tag are causing the GIFs not to be animated.
