It seems to me that this violates the Commons licensing rules about which state that the image must be able to be used for any use, including derivative works...and derivative works, by definition, would include smaller sized copies. Thus, this use seems to restrict such works and violate policy. I'm not as familiar with things over at commons, as I don't spend much time there, other than uploading.
