SuggestBot mostly uses a user's edit history, whereas the program I described uses mostly the user's reaction to each suggested article, trying to refine the suggestions over time based on whether the user edited the suggested article or not. The program I described would not be able to understand topics, instead focusing on articles metrics, for instance it could guess that a particular user will want to edit an article that has had an edit-war a year ago and contributions from only one author since then.
