SuggestBot mostly uses a user's edit history, whereas the program I described uses mostly the user's reaction to each suggested article, trying to refine the suggestions over time based on whether the user edited the suggested article or not. Also, SuggestBot tries to find topics that will interest the user (like industry-related chemicals, 12th century travels, etc) which is quite difficult to do. The program I described would not be able to understand topics, instead focusing on articles metrics, for instance it could guess that a particular user will want to edit an article that has had an edit-war a year ago and contributions from only one author since then.
