The major problem is that you're giving ways to decarcerate people, rather than simply stating facts. Remove phrases like "can be implemented by", "skyrocketing", and "crushed". Also, instead of section headers like "Overview of Decarceration Efforts", use "Overview of decarceration efforts" (only capitalizing the first letter). Add some internal links, and try to restate as little as possible.
