The article was created by a user who was copying and pasting information from Galvin Electricity Initiative into a few new and existing Knowledge (XXG) articles. My assumption was that the user was part of the organization (if I remember correctly, the user name matched up with someone in the organization). So far as notability goes, if you look at one of the older revisions, there is a little more about this individual's notability. However it is directly from a corporate bio, so it would certainly be better if there were more independent sources. At a quick glance at his biography on the Galvin web site, what may make him notable is this line:
