1812:. However, after an extraordinary congress of the CNRT spoke out against a coalition, the Fretilin announced talks with the three other parties in parliament. The PD, however, demanded ministerial posts here that the Fretilin could never cede. Taur Matan Ruak announced early on that the PLP wanted to play an active opposition role in parliament. The PLP confirmed this in the negotiations with Fretilin, but they would not force new elections or block the budget. Therefore, the negotiations amounted to a minority government of Fretilin and KHUNTO, with the acquiescence of the PD.
