Solidarity was too popular to ignore. So there was a “negotiated revolution”, Solidarity was restored and participated in partly free elections in June 1989 that brought it a sweeping victory. In '89, it was still technically a Communist government. Hence the Commies were voted out, right? Why not just say that then, to help summarize?  :) So maybe I'm not getting something here. Its weird- even if they weren't voted out, I would have expected Google to find lots of results with that phrase. (Eg people being mistaken about it.)
