The Center for Economic and Policy Research (CEPR) concluded that "it is very likely that Morales won the required 10 percentage point margin to win in the first round of the election on 20 October 2019." David Rosnick, an economist for CEPR, showed that "a basic coding error" was discovered in the OAS's data, which explained that the OAS had misused its own data when it ordered the time stamps on the tally sheets alphabetically rather than chronologically. The result of the conflict was to include text in the constitution stating that the capital of Bolivia is officially Sucre, while leaving the executive and legislative branches in La Paz.
