I am not sure that I understand the example under the "Conventions" heading. The first sentence would seem to indicate that the example coordinates are backwards or at least not conventional. However, most that I have seen in the geocaching world seem to offer Northing first and Easting second.

It depends on the projection, but commonly there is a reference latitude and longitude. Additionally, some projections like UTM have a false eastings/northings to ensure the coordinates are positive.
