You may be right about "hyper-localized" (and I believe it is the only show that is of that type), but when I saw the show, it seems to put more focus on the East Bay rather than the rest of the Bay Area. I think this is because that the East Bay may have some contributions to crimes that often happen in some communities, but it is not limited to Oakland or Richmond. From my experience, though, the show also focuses on all of the Bay Area when major events occur anywhere in the Bay Area.
