It's a very very common situation: If a newcomer is starring, a famous actor gets top billing because that sells tickets, and the newcomer, who is the actual star, gets second billing. The IP is confusing billing order with starring role.

This is a decidedly odd situation I've never encountered before, and I've worked on a ton of films. Bartholomew got top billing, but the plot revolves around Power's adult character. IMO, that makes Power the "star".
