Norwalk Museum (in South Norwalk) told me that that building was used as the Town Hall until the 1980s. In other words the use of 125 East Avenue as the City Hall dates from the mid 1980s. Hence there were three separate buildings used by Norwalk High School (here too a published reference would be helpful). It might also be worthwhile to discuss what educational facilities existed prior to 1902.
