You should check and do some more research before providing wrong information about visa on arrival is not legitimate. I have been using it for many times when traveling to Vietnam and also done some extensive research, and it is legal and works fine. You need an agency to guarantee/ invite for your stay. I am a norwegian citizen, had a 90 day single-entry visa to vietnam, but just stayed there for 10 days, then went to Thailand for 14 days, then back to vietnam, got a 14 day visa on arrival on the Ho Chi Minh airport, there was no problem.. :
