Would it be possible to have a tracking category that contains portals that have not got the portal maintenance tag on them using this template? I was thinking of checking if the invoking of Lua returned nothing, then add it to the category, but I am unsure how to do this.

Yeah, the only way to fix it properly is to fork the WPBannerMeta template. Or at least the main template and the subtemplates that generate the quality and importance rows, the rest of the WPBannerMeta subpages can still be used as-is. -
