Unless it geographically sits exactly between the two cities, which might make it geographically noteworthy, to say that is really just a way of promoting the school by way of its location. Even to say that it's a certain distance from Hartford is non-notable and more advert language -- the actual location is more relevant unless you're trying to triangulate the specific location for those who might not know quite where the university is. I didn't think it was enough for an advert tag (many other school articles are deserving of one!) but I was mostly concerned about the standardization, as you also seem to have guessed correctly.
