Normal people just don't have the time or inclination to spend 40+ hours a week monitoring and editing wikipedia, creating sockpuppet accounts, and navigating the toxic political environment here. They are selectively enforced to the point where the rules are only tools used to delete dissent and ban ideological opponents.
