However, the relationship has now broken down, and their hope of getting what they want through negotiations has receded, to the point that they don't feel any interest in going along with Israel and the US any more, so now they've declared the PA institutions to be the State of Palestine. But I think from their viewpoint, this is just proclaiming publically what they've always believed privately, and even declared publicly in friendly fora (such as the Arab League, the Organisation of the Islamic Conference, etc). In other words, while it was an important step in diplomatic terms, I don't think it made much of a difference in legal terms.
